Notice on Foreign Children’s Education

in Keqiao District(2023)

To provide better service for foreign-invested enterprises in Keqiao - "the International Textile Star Linking Hangzhou & Shaoxing" and to make every effort to facilitate school admissions for foreign children in Keqiao District, this notice is issued in accordance with the Implementation Measures on Foreign Children's Education in Keqiao District, published in 2019.

Designated Schools

 I. 

Keqiao District Experimental Junior High School, Keqiao District Experimental Primary School and Keqiao Central Kindergarten have been designated as qualified providers of education to foreign children.

Eligibility Criteria

Ⅱ.

Applicants for local school admissions are supposed to have basic knowledge of Chinese and meet one of the following requirements:

1. The parent(s) or the legal guardian of an applicant has established an enterprise or a trading company in Keqiao district, of which the registered capital amounts to USD100,000 or above and has been fully paid up, or self-operated exports in the previous year totaled USD500,000 or more.2. The parent(s) or the legal guardian of an applicant has a dwelling of his/her ownership in the district.3. The parent(s) or the legal guardian of an applicant holds Foreigner Work Permit of category A or “Foreign Businessmen Service Card” granted by Shaoxing Municipality, or is a high-level professional verified by the Talent Work Leading Group Office of the CPC Shaoxing Keqiao District Committee.  4. The parent(s) or the legal guardian of an applicant has worked in Keqiao for more than five years.5.A child with at least one parent or guardian who is a registered resident of Hong Kong, Macao or Taiwan is eligible for local school admission as foreign children mentioned above.

Registration Procedures and Requirements

1.PreregistrationApplications shall first be addressed to the Foreign Service Centre of Keqiao District Bureau of Commerce from the release day of the notice to the on-site confirmation day( June 15,2023). Applicants could register online in advance by adding the official QQ group (366425343 ).2.On-Site ConfirmationThe applicant should be accompanied by his/her parent(s) or legal guardian to attend the on-site qualification review and interview with the materials described in Appendix 1 on June 14 or June 15 2023, in Room B115, Administrative Center of Keqiao District (No.1661 Qunxian Rd., Keqiao). If any adjustments are made to the on-site confirmation date or place,further notice will be given in time.3.Teaching PrincipleKeqiao district Bureau of Education and Sports shall make arrangements for applicants to study at appropriate schools and grades based on their age and educational backgrounds. 4.Result AnnouncementThe admission list will be released around August 31.5.Contact InformationKeqiao District Bureau of Commerce : 85683882   Keqiao District Bureau of Education and Sports: 84135937（Kindergarten）, 85686957 (Primary School & Junior High School)Matters not mentioned herein shall be explained by the Keqiao District Bureau of Commerce in conjunction with the Keqiao District Bureau of Education and Sports.

境外人员子女就学公告

为打造对标“国际纺都、杭绍星城”的涉外服务环境，根据《绍兴市柯桥区境外人员子女就学实施办法》〔绍柯教体普(2019)112号〕文件精神，切实做好2023年度境外人员子女入学工作，经与柯桥区教体局商定， 特此公告：一、定点学校绍兴市柯桥区实验中学、绍兴市柯桥区实验小学、绍兴市柯桥区柯桥中心幼儿园为涉外定点学校，具有招收境外学生资格。二、资格条件申请在本区就读的境外人员子女必须具有相应的中文基础，且具备下列条件之一：1.入学对象父母或其法定监护人在柯桥区投资企业或贸易公司，注册资金10万美元及以上且已全部到位，或上年度自营出口50万美元及以上。2.入学对象父母或其法定监护人在柯桥区拥有合法产权住房。3.入学对象父母或其法定监护人持有A类外国人来华工作许可证或“绍兴市外商服务卡”或经中共绍兴市柯桥区委人才工作领导小组办公室认定的高层次人才。4.入学对象父母或其法定监护人在柯桥区工作5年以上。5.港澳台籍入学对象，其父母或法定监护人中至少一方为港澳台籍的，可参照上述条件申请入学。三、报名程序及要求1.预报名。入学对象自公告发布日起至现场确认日（2023年6月15日）止，须向区商务局涉外管理服务中心预报名，原则上通过加入 “2023柯桥入境人员子女就学”QQ群（QQ群号：366425343 ）进行登记。2.现场确认。入学对象须在父母或者法定监护人的陪同下随带报名所需材料（详见附件1）参加现场资格审核及面试。地点为柯桥区行政中心B115室(柯桥群贤路1661号)；时间为2023年6月14日-15日两天，逾期不再补报。因故需调整现场确认时间、地点，另行通知。3.施教原则。区教体局根据境外学生的年龄和学习经历，安排到相应学校相应年级就读。4.公布结果。各新生录取名单于8月31日前后公布。5.咨询方式。设立招生咨询电话：柯桥区商务局：85683882；柯桥区教体局：84135937(幼儿园咨询），85686957（小学、初中咨询）。未尽事宜由柯桥区商务局会同柯桥区教体局负责解释。

Appendix 1

Documents required of foreign children 

for application of education

in Keqiao district

1.Application Form for Admission of Overseas Students in Keqiao District ( refer to appendix 2) and two 2-inch photos;2.Score report of a foreign student from former school(s);3.Original and photocopy of house ownership certificate (certificate of marriage), or house lease contract;4.Original and photocopy of passport or certificate of residency in Hong Kong, Macao or Taiwan, or residence permit by Chinese authority;5.Original and photocopy of certificate of guardianship (birth certificate, household register. Overseas birth certificate shall be translated and accompanied with verification from a Chinese embassy or consulate);6.Original and photocopy of Work Permit (category A, B or C) of the parents or legal guardian, certificate from employer, Business License;7.Original and photocopy of Shaoxing Foreign Businessmen Service Card or verification document from Talent Work Office of CPC Keqiao District Committee;8.Original and photocopy of bank’s certificate of paid-up foreign investment, or certificate of Customs-based exports figure issued by the Bureau of Commerce;9.Other documents as may be necessary.The aforementioned documents prepared in duplicate shall be signed and affixed with an official seal. Documents in foreign languages shall be accompanied with a seal-affixed Chinese version by a qualified translation company.

附件1

柯桥区境外人员子女入学所需资料

1.境外学生入学申请表（详见附件2）和2寸照2张；2.境外学生以往就读学校学习成绩单；3.自购房产证（结婚证）或租房合同原件及复印件；4.护照或居住证（港澳台）或居留许可证原件及复印件；5.监护证明（出生证明、户口本。国外出生证需经中国驻外使领馆认证并提供翻译件）原件及复印件；6.父母或法定监护人工作证（A\B\C类）、任职单位证明、外资企业批准证书（备案回执）或营业执照原件及复印件；7.绍兴市外商服务卡或柯桥区委人才办认定件原件及复印件；8.实到外资出资证明（银行出具）或自营出口海关数据证明（商务局出具）原件及复印件；9.其它所需资料。以上资料均须一式二份加盖公章并签字，所有外文均须由资质翻译公司翻译并盖章。
